Major Work Ahead On Russian Fifth-Generation Fighter "PAK FA"

By David A Fulghum, Maxim Pyadushkin and Douglas Barrie

Russia has begun flying a stealthy fifth-generation fighter to rival the U.S. F-22, but Western analysts question whether Sukhoi can develop and deliver the aircraft by 2015 as promised.Sukhoi’s T-50, which made its 47-min. first flight on Jan. 29 from the KnAAPO facility in Komsomolsk-on-Amur, is the prototype of the PAK FA “future front-line aircraft,” the first new-generation fighter for the Russian air force since the Su-27 Flanker entered service in 1984. India plans to co-fund development and co-produce the new aircraft. The aircraft is clearly shaped for stealth, with the chined forward fuselage, planform edge alignment, internal weapons bays and small vertical tails. The T-50 shows resemblances to the F-22 Raptor, but also reflects its Su-27 heritage in the wide “centroplane” that blends the fuselage and wing.

Sukhoi says “the T-50 will demonstrate unprecedented small cross section in the radar, optical and infrared range owing to composites and innovative technologies applied in the fuselage, aerodynamics of the aircraft and decreased engine signature.”U.S. analysts are impressed, but not yet panicked by the T-50. “Don’t go overboard and call it the Raptorski,” says a Washington-based official. “It is essentially a Flanker in the shape of a fifth-generation fighter at this point. It still needs supercruise engines, advanced radar and a lot more work before military planners can start saying how it’s going to compete with the F-22 or even the F-35.”............AviationWeek

Iran to make Air-Defence Missile System Better than Russian S-300: Iran Air Force (IRIAF)

Iran boasted on Monday it is manufacturing a home-built air defence missile system which would be better than the Russian S-300, which has been ordered by Tehran but yet to be delivered by Moscow."Today, we are building all our air defence weapons by ourselves ... the only thing we wanted to import was the Russian S-300 which so far they have not delivered for some unacceptable reasons," senior airforce commander Heshmatollah Kasiri was quoted as saying by the official IRNA news agency.

"But our air defence experts and scientists found a way and in very near future we will produce an air defence system which has the capabilities of the Russian S-300 or even more."Kasiri's comments come after Iran in late November threatened to take legal action against Russia if it fails to honour a deal to supply Tehran with the S-300, an advanced air defence missile system.Russia, Tehran's sole ally among world powers, has so far not delivered the system, in a delay which Iranian officials blame on growing pressure on Moscow from Washington and Iran's arch-foe Israel.

In October, Russia's Interfax news agency reported that Iran had not yet paid for the missile system because Moscow has not given its final approval for the deal, which had set alarm bells ringing in the West.Under the contract, Russia would sell Iran five batteries of S-300PMU1 missiles for around 800 million dollars (530 million euros), Interfax reported. The S-300PMU1 -- codenamed the SA-20 Gargoyle by Nato -- is a mobile land-based system designed to shoot down aircraft and cruise missiles.Western governments fear Iran could use the system to boost defences around its nuclear sites against any Israeli or US air strike.Neither country has excluded the possibility of a military strike on Tehran's nuclear sites to prevent the Islamic republic acquiring an atomic bomb.Iran insists its nuclear enrichment programme is for peaceful purposes only.

India Test fires its Longest Range Nuclear Capable Agni-III Ballistic Missile

Today India has successfully test-fired its longest range nuclear-capable Agni-III ballistic missile for the fourth time from the Wheeler Island off the coast of Orissa. Test of the Agni-III ballistic missile was carried out at 1050 hours today.

According to the Defence Ministry spokesman Sitanshu Kar, Agni-III ballistic missile was able to hit the target with pin-point accuracy and met all the mission objectives. Two Indian navy ships located near the target tracked and witnessed the missile hitting it accurately, he said. During today's launch, the missile was fired from a mobile rail launcher, sources in Balasore said.

Indian Defence Minister, A K Antony has congratulated DRDO Chief V K Saraswat and the scientists involved in the Agni-III project on the "remarkable success" of the missile test. Defence Ministry spokesman Sitanshu Kar said the launch was part of the pre-induction trial and "now the missile system will be fully inducted into the armed forces".

Agni-III ballistic missile is 17-metre long Agni-III with 2-metre diameter and a launch weight of 50 tonnes. Agni-III is a solid-propelled, two-stage missile that is designed by DRDO to carry nuclear warheads weighing up to 1.5 tonnes.Agni-III ballistic missile is India's longest-range missile, designed to reach 3,000 kilometers (1,900 miles). Once operational, Agni-III will provide India with the capability to strike deep into China.

"During the course of the flight, the missile reached a peak height of 350 kms and re-entered the atmosphere successfully tolerating the skin temperatures of nearly 3000 degree Celsius," Defence Ministry spokesman Sitanshu Kar said. The first trial of Agni-III was conducted on July 9, 2006 and it had ended in a failure. But the subsequent two tests on April 12, 2007 and May 7, 2008 were successful.

Eurosam to Bid in Turkey’s $ 4.5 billion "T-LORAMIDS" Tender

The French and Italian consortium Eurosam has decided to bid in Turkey’s multibillion-dollar long-range missile tender.Murad Bayar, from the Turkish Undersecretariat for the Defense Industry (SSM), told the media early this week that Eurosam is to offer its Aster 30 for the missile tender. Turkey agreed to allow Eurosam to bid in the project after France’s intense lobbying activities convinced Ankara to soften its restrictions on French defense firms over Paris’ recognition of events that took place in 1915 under the Ottoman Empire as genocide of Armenians, a claim that Turkey denies.

Turkey is holding a competitive tender instead of negotiating with a single company as a sole supplier. Thus it has extended its deadline for responses to the request for proposals for its long-range air and missile defense systems (T-LORAMIDS) acquisition project from Jan. 15 to March 1 to enable more companies to bid. The extension of the deadline for the proposals was made to allow Eurosam and a Russia-based group to prepare their bids for the $4.5 billion project.

Russia is expected to offer its advanced S 300 missile systems instead of its S 400s. Turkey had wanted Russia to bid with its S 400s, but Russia has convinced Turkey to accept an advanced version of the S 300s. In the meantime, reports that Russia has agreed to compete in the tender, after abandoning its earlier offer to conduct exclusive state-to-state negotiations with Turkey, have come following several visits by Bayar to the country.Turkey earlier extended the deadline for T-LORAMIDS proposals from Dec. 1 of last year to Jan. 15 before extending it to March 1.

Meanwhile, a source from the Ankara office of the China National Precision Machinery Import-Export Corporation (CPMIEC) denied reports that the company declined to bid in the project after seeking exclusive state-to-state negotiations. At the time of the SSM’s first deadline extension, CPMIEC was unable to bid, the same source said, adding that the Chinese company will bid in the project by the revised deadline. CPMIEC is to offer the HQ-9 (whose reported export designation is FD-2000).

A US team of Lockheed Martin and Raytheon had already submitted its proposals in December of last year. The two companies have jointly offered a combination of Patriot Advanced Capability-3 (PAC-3) and PAC-2 low to high-altitude surface-to-air (SAM) missiles through the US Foreign Military Sales Program.

The Turkish military has put the price of its tender relating to the acquisition of T-LORAMIDS at $1 billion, covering the purchase of four batteries. However, Raytheon and Lockheed Martin have put the cost of providing 12 fire units at $4.5 billion.Turkey may sign a contract with the winner in the T-LORAMIDS project tender in the spring of next year after making a selection later this year. After the signature of the contract, delivery of the systems is required to take place within two-and-a-half years’ time.

India to Discuss Development Schedule for PAK FA, Russia’s Fifth Generation Fighter

After favouring the U.S. for its recent purchases of hi-tech military equipment, India has now turned to Russia, its old supplier, for the next generation fighter aircraft.PAK FA, Russia’s fifth generation fighter, which boasts of radar evasion characteristics, made its maiden flight only late last month.India inked an agreement with Russia for jointly developing this aircraft, but the time taken to complete the paperwork meant that 70 per cent of the plane was already developed by the Sukhoi Design Bureau. Now India has planned to enter the project mid-way. It will discuss the development schedule for the coming years and the number of aircraft it requires with Deputy Prime Minister and Russia’s India point man S.S. Sobyanin when he visits India by the middle of this month, senior government sources said.............Hindu

Iran Opens two New Missile Production Plants

Defence Minister Ahmad Vahidi opened two new missile production plants on Saturday, just three days after Iran fired a rocket carrying live animals into space, state television reported. The plants will produce a ground-to-air missile dubbed the Qaem (Rising) and a surface-to-surface missile dubbed Toofan 5 (Storm), the broadcaster said.

The Qaem is designed to target helicopters at low and medium altitudes, it added."Toofan 5 is one of the most advanced missiles. It has two warheads which can destroy tanks and other armoured vehicles," Vahidi was quoted as saying by Fars news agency. He said the Qaem was a "missile which can destroy targets in the air travelling at low speed and at low altitude, especially assault helicopters."

Iran unveiled the new plants as part of its celebrations for the 31st anniversary of the Islamic revolution later this month. On Wednesday, it launched a capsule carrying turtles, rats and worms aboard a Kavoshgar 3 (Explorer) rocket in its first experiment in sending living creatures into space.Iran's missile and space programmes have sparked mounting alarm in the West amid fears that a command of advanced ballistics technologies combined with the nuclear know-how acquired from its declared civilian programme may enable it to produce an atomic weapon.

Iran has also regularly boasted of having missiles that can target arch-foe Israel. In December it tested the Sejil 2 (Lethal Stone) missile, describing it as a faster version of a medium-range missile that could allow it to strike arch-foe Israel. The United States and its regional ally Israel have not ruled out a military option to stop Tehran's controversial nuclear drive.

Tehran has in the past threatened to target US bases in the region and to block the strategic Gulf Strait of Hormuz waterway for oil tankers if its nuclear sites are attacked.Iran is under three sets of UN sanctions for refusing to suspend uranium enrichment.

Kazakhstan's Parliament Ratifies Deal on Rapid Reaction Force

Kazakhstan's parliament ratified an agreement on Thursday on establishing a post-Soviet security group's rapid reaction force. The creation of a powerful military contingent in former Soviet Central Asia by members of the Russian-dominated Collective Security Treaty Organization (CSTO) is seen as Moscow's bid to counterbalance NATO. But its formation has run into problems caused by the regional rivalries of some members.Speaking at a plenary session, the Central Asian state's defense minister, Bolat Sembinov, said the rapid reaction force is designed "to improve the security of the CSTO members against the backdrop of existing and potential threats," including terrorism, extremism, drug trafficking, natural disasters and to enhance the organization's role in ensuring international security.

The CSTO comprises Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Uzbekistan and Tajikistan. Observer status is enjoyed by Iran, India, Mongolia and Pakistan.Five of the seven members signed the agreement in February 2009. Belarus, which initially refrained from signing the deal because of a trade dispute with Russia, joined it later last year.Uzbekistan has so far refused to join the force, saying it opposes stronger Russia's role in Central Asia. Uzbekistan is also at odds with regional neighbor Kyrgyzstan, which hosts a Russian airbase. The Collective Rapid Reaction Force held two-week military exercises in southern Kazakhstan in October 2009, with more than 7,000 personnel from Armenia, Kazakhstan, Kyrgyzstan, Russia and Tajikistan taking part.Russia's security strategy until 2020, recently approved by President Dmitry Medvedev, envisions the CSTO as "a key mechanism to counter regional military challenges and threats."
