India to train 100 Sri Lankan naval officers

One hundred officers of the Sri Lankan Navy will be trained on an Indian Navy ship to strengthen the bilateral defence ties between the two countries, an officer said. 'The student officers would be given exposure to various activities on board, including seamanship, bridgemanship, damage control and fire fighting exercises during their stay,' the navy officer said. The training would be conducted on the tank landing ship INS Magar and the student officers would embark on the ship at Trincomalee in eastern Sri Lanka on Monday. ..................link

American CV-22 Osprey had crashed in southern Afghanistan

A U.S. Air Force helicopter crashed late Thursday in Afghanistan's southeast, killing at least four people and wounding "numerous" others, the military said. A spokesman for the Taliban said its fighters had shot it down, but an Afghan official said it appeared to have crashed due to mechanical failure.The U.S. military released a statement saying an American CV-22 Osprey had crashed in southern Afghanistan late Thursday night, killing three U.S. troops, a civilian employee of unconfirmed nationality, and injuring "numerous other servicemembers." .............................link

Mushak trainer aircraft of Pakistan Army crashed on Thursday while on its routine flight mission in Nagman Charsada road near Peshawar.According to ISPR, the pilot of the single seat aircraft, Captain Rashid embraced Shahadat following the crash.Body of the Shaheed pilot is being taken to Gilgit for burial with all military honors, in his home town.

Talks continue on Russian deliveries of S-300 missiles to Iran

Russia continues to hold talks on deliveries of S-300 surface-to-air missile systems to Iran, a Russian defense official said on Wednesday."Contracts have been signed, and they are being implemented - they have not been torn up," head of the Federal Agency for Military Cooperation Mikhail Dmitriyev said.He reiterated that Russia has not yet decided on the date for the delivery of the systems.Russia signed a contract with Iran on the supply of at least five S-300 air defense systems to Tehran in December 2005. Russian military set to upgrade bulk of weaponry by 2020

Russia may boost the share of advanced military equipment in its Armed Forces to 70% of the total by 2020, a Russian think tank said on Wednesday."A draft state arms procurement program for 2011-2020 will be finalized in 2010. This program stipulates the upgrade of up to 11% of military equipment annually and will allow Russia to increase the share of modern weaponry to 70%," Russian-based World Arms Markets Analysis Center said in a report. .........................link

Moscow set to upgrade Admiral Kuznetsov aircraft carrier

The Fleet Admiral of the Soviet Union Kuznetsov, currently the only aircraft carrier serving as the flagship of the Russian Navy, will be upgraded, the media reported, quoting Navy sources. The aircraft carrier, due to enter a dry dock in 2012, will be re-launched in 2017.Originally laid as the Leonid Brezhnev in 1982, launched as the Riga in 1985 and renamed as the Tbilisi in 1987, the warship received her current name in 1990. Western analysts call her a ship of a thousand names.The Admiral Kuznetsov entered service with the Russian Navy in 1991 and was used for the operation of deck aircraft, the development of new tactics, including those for dealing with carriers of theoretical enemiesIn the late 1990s and the early 2000s, it was repeatedly proposed that the Admiral Kuznetsov, which remained moored for long time periods, be decommissioned and sold for scrap.However, an improved situation in the country gave the ship a new lease of life. Pakistan To Test-Fire Spada 2000 Air Defense Missiles

Pakistan will test-fire in July the Spada 2000 air defense system acquired from MBDA Italia, a source at the firm said April 7.The Spada test-firing will follow the delivery of the first of ten Spada batteries ordered by Pakistan for 415 million euros in 2007. Antonio Perfetti, CEO of MBDA Italia, said that delivery of the battery was currently underway.All 10 batteries are due for delivery by 2013, and further orders from Pakistan could follow, Perfetti said. MBDA Italia is the Finmeccanica-owned Italian operation within the European missile house MBDA. "We have identified 95 percent of the offset arrangements on the Spada contract," said Perfetti, who added that offset was less than the full value of the contract. Pakistan AirForce Flexes its Muscles

The awesome Firepower Demonstration-2010 by jet fighters marked the end of first phase of Highmark-2010 countrywide exercises at the PAF firing range Thal near Jhang on Tuesday. It was the biggest firepower demonstration since the 1989 show in Somiani near Karachi. Defence Minister Chaudhry Ahmad Mukhtar, Chairman Joint Chiefs of Staff Committee General Tariq Majid, Chief of Army Staff General Ashfaq Parvez Kayani, Chief of Air Staff Air Chief Marshal Rao Qamar Suleman, Chief of Naval Staff Admiral Nouman Basheer, members of the Senate and the National Assembly standing committees on defence and attaches of friendly countries based in Islamabad also watched the demonstration.

The highlights of the demonstration were simultaneous re-fuelling of two mirage aircraft by the IL-78 mid-air refueller recently acquired from Ukraine while maintaining a measurable distance, stunning hitting of target by off-long range precision guided missile dropped from a fighter aircraft from 60 kilometres distance, an F-16 aircraft flying at an ultra-low altitude releasing chaff and flares to deceive the perceived enemy dropped two mark 2,000 pound bombs at the target, two A-5 aircraft with one carrying the national flag and the other a welcome banner. Four JF-17 thunder aircraft equipped with state-of-the-art avionics, dropped weapons at 1,900 feet, targeting the mock hideouts of militants. A Mirage aircraft flying at extremely low 200 feet, dropped its weapons at the targets, while two F-16 aircrafts leased two mark 84 bombs of 2,000 pounds, at the targets. Four Mirage of the Night Hawks squadron, capable of low-level penetration dropped 5,000 pounds bombs with an element of surprise for the enemy by accomplishing the task in minimum possible time, generating a thunder leaving behind flames and smoke.
The PAF also demonstrated the SAAB Early Warning and Control AEW&C system. The ERIEYE radar system mounted on the turboprop aircraft not only enables the PAF to detect all aircraft taking off and landing at all Forward Indian airbases adjacent to Pakistan, but also to identify the type of aircraft operating, the weapons systems they are equipped with, the vector they are heading and the altitude they are operating at. The Special Services Group of Pakistan Army and Special Services Wing of the PAF demonstrated a joint operation and destroyed a conceived hideout of terrorists. The commandos dropped from two helicopters killed most of the conceived terrorists and captured some of them. The fighter jets also assisted the operation with aerial bombing. ............LINK

20,000 Troops to Take Part in War Games ‘Azm-e-Nau-3’

For the first time in the history of Pakistan’s military exercises, 20,000 troops from all arms and services, including the Pakistan Air Force (PAF), are set to try the “Modular Method” of field exercises in the Punjab and Sindh.The last large-scale field exercise, Zarb-e-Momin, was held in 1989, when the Army chief was General Mirza Aslam Beg and the prime minister was Benazir Bhutto. Pakistan operates indigenous drones

ISLAMABAD (APP) – Pakistan on Monday conducted successful operation of indigenously developed drone in the area of Sargodha, said Director General ISPR Major General Athar Abbas.Briefing newsmen on the Azm-e-Nau-3 exercise by Pakistan Army, General Athar said that some of the news channels are airing news regarding the presence of some drones in the air of Sargodha presumably owned by some other country than Pakistan. “There is no substance in such news as the drones seen in the air of Sargodha are indigenously developed by Pakistan,” he said.

PAF’s Firepower Demo at Exercise High Mark - 2010

Making bomb runs with dive deliveries of weapons and hitting at enemy’s mock bunkers, the fighter aircraft of Pakistan Air Force on Tuesday demonstrated a high level of tactical preparedness featuring speed, precision and strength.With thunderous supersonic boom, the aircraft representing PAF’s fleet including F-16s, JF-17 Thunder, Mirages and F-7 JP appeared in the blue skies during PAF’s Firepower Demonstration at Thal Range, that spans over an area of 34,000 acres. The demo started with two A-5 aircraft - one carrying a National Flag and the other with a welcome banner, flew past the audience including Prime Minister Syed Yusuf Raza Gilani, services chiefs, parliamentarians and PAF officials.

Two Mirage aircraft showcased the recently acquired aerial refuelling from the IL-76 refueller, maintaining a skilful distance of just 13-26 metres from the tanker. An F-16 aircraft flying at an ultra-low altitude and releasing chaff and flares for self-defence, dropped two mark of 2,000 pound bombs at the target, that received a loud applause by the audience. Four JF-17 thunder aircraft equipped with state-of-the-art avionics, dropped their weapons at 1,900 feet, targeting the mock hideouts of militants at 3 o’ clock position.

In an impressive performance, a Mirage aircraft flying at extremely low 200 feet, dropped its weapons at the enemy targets, while two F-16 at 250 km and maintaining a speed of 480 knots released two mark 84 bombs of 2000 pounds, at the targets. Four Mirage - the Night Hawks, capable of low level penetration, allowing minimum time to the enemy and achieving surprise, dropped 5,000 pounds bombs. The weapons generated a high explosive effect against the hardened bunkers.

The H-2 weapon - a wide-range television guided missile, was dropped by two Mirage aircraft at a mud platform, staying at 100-140 kms away from the target, thus making it possible to create a lethal and precise attack at far-off range. The PAF’s Special Service Wing demonstrated the targeting of terrorists’ hideouts in their exercise. A C-130 demonstrated the air to container delivery operation, while the MI 171 used as assault and anti-terrorist aircraft, showed the direct action by commandoes of Pakistan Army who landed swiftly from the aircraft and moved to the compound of terrorists.

The SAAB aircraft flew past the audience, that has a Airborne Early Warning and Control System (AEW & CS) with a capability to see and scan a target at 450 km distance. In the end, the audience was enthralled as the ‘Sherdils’ - the aerobatic team of PAF Academy RisalPur, with T-37 aircraft approached emitting out red and green coloured fumes, and presented exquisite maneuvers followed by a wing-over demo. The entire exercise was carried out in a near real situation with an objective of depicting fighter pilots’s capabilities of avoiding collateral damage and inflicting maximum damage to the enemy targets. The majority of warships in the Russian Black Sea Fleet have been in service for over 30 years and would not be fit for sea missions by 2015, a Russian newspaper said. "The crews will certainly try to keep their ships in decent condition until the last moment, but the "iron" has its service life. India's controversial Scorpene submarine programme was first hit by technical delays, then it faced allegations of kickbacks, and later a CBI probe. Now, it's confirmed that the Rs 18,000 crore defence deal signed in 2005 will not be available to the Indian Navy before 2014. "We have had delays due to various reasons. I expect the first submarine to be delivered in four years time. That is 2014 - 2015. That's a delay of 2 - 2/12 years. There were certain issues to be addressed with the government and the owner. Govt mulls FDI hike in defence production: Sharma

The government today said it is weighing pros and cons of raising the FDI limit in defence production with a long-term objective of making India a major player in the sector. Confirming that "there are discussions" in this regard, Commerce and Industry Minister Anand Sharma at an Assocham function said here that the government is looking at the "long-term interest in ensuring that India has technologies and becomes a major manufacturing place(for Defence). He said before a decision is taken the "sensitivities" of the defence establishment would be taken on board. Different ministries, including the Ministry of Defence and the Ministry of Finance, the Department of Industrial Policy and Promotion as also the Planning Commission are debating the issue. India permits 26 per cent foreign direct investment (FDI) in the defence manufacturing, an area of growing interest for the domestic private sector, which is demanding 100 per cent FDI. Major industrial houses like Larsen and Toubro, the Tatas, the Mahindras and Punj Lloyds are already engaged into different defence-related businesses. Of the total defence allocations of Rs 1,47,344 crore for 2010-11, a large chunk of Rs 60,000 crore has been earmarked for capital expenditure. While the country has large domestic defence manufacturing base, mainly in the government sector, the government sources equipment worth Rs 30,000-35,000 crore for the world's second largest 1.5 million strong force.

Military suppliers hoping to take part in Bolivia's military regeneration program have been beaten to the game by the Chinese, who are supplying the Latin American country with military vehicles and possibly more.Military and security industries, often backed by governments, have been pursuing Latin American markets to expand their customer base on the continent. Both France and Russia sent high-powered delegations to South America in 2009 to pitch for lucrative arms sales on preferential credit terms. Russia signed deals with Venezuela and France initialed agreements in Brazil worth tens of billions of dollars.Brazil insists on transfer of technology and deals that will enable it to develop its own defense manufacturing industries. Inauguration of Republic of Singapore Air Force's F-15SG Squadron


Deputy Prime Minister and Minister for Defence Teo Chee Hean officiated at the inauguration ceremony of 149 Squadron, the Republic of Singapore Air Force's (RSAF's) first local F-15SG Squadron, at Paya Lebar Air Base this afternoon. The F-15SG Squadron will join the fighter group under the Air Combat Command, which plans, controls and executes air warfare operations. This marks a significant milestone in the 3rd Generation RSAF's development of its advanced fighter capabilities.

Speaking at the inauguration ceremony, Mr Teo highlighted the crucial role that the F-15SG squadron will play in enhancing the Singapore Armed Forces' (SAF's) ability to deal with future threats. He said, "The F-15SG is a major enhancement to Singapore's air defence capability, and will also play a significant role in the SAF's overall operations. The F-15SG squadron will increase the SAF's ability to deal decisively with future threats and meet our critical operational needs." Mr Teo also commended the F-15SG air and ground crew on building up a high level of operational proficiency and readiness in a short span of time. The F-15SG crew recently returned from the Mountain Home Air Force Base in the United States, where they had been training since last May to acquire the competencies to operate and maintain the F-15SGs.

The RSAF's F-15SG, which is equipped with state-of-the-art avionics and a sophisticated integrated sensor suite, is one of the most capable multi-role fighter aircraft in the world. The RSAF also maintains the Peace Carvin (PC) V F-15SG fighter detachment at Mountain Home Air Force Base (MHAFB) in the US. The PC V F-15SG fighter detachment was established as part of the US Air Force's (USAF's) 428th Fighter Squadron, and will operate at the MHAFB for the next 25 years.

Uganda denies buying Su-30 Flanker fighter plane

UGANDA has denied international media reports that it has signed a deal for the purchase of six fighter jets from a Russian company. Several Russian media houses yesterday reported that state-owned arms exporter Rosoboronexport signed two contracts worth $1.2b for the delivery of six fighters to Uganda and another 16 to Algeria. “The two African nations will receive different models of the Su-30 Flanker fighters,” said Vedomosti, Russia’s most reputable business daily, adding that Kampala will receive the Su-30MK2 model.Russia’s state-owned radio, The Voice of Russia, quoting a Moscow military-diplomatic source, said Uganda was planning to sign the agreement and pay for the planes with oil money. “Since Uganda is short of real money to pay for the planes, Russian LUKoil is negotiating its potential participation in developing large oil fields in Uganda, implying a possible swapping,” said the radio.However, army spokesperson Lt. Egyptian diplomat Offered to Send a Training Team along with K-8 Karakorum

The Indian Air Force’s crisis in training its pilots saw a farcical twist recently when an Egyptian diplomat posted in India helpfully offered Cairo’s assistance. The Egyptian Air Force, he suggested to a senior IAF officer, could send a training team to Hyderabad, along with several of its trainer aircraft, the K-8 Karakorum. Was the Egyptian aware that the Karakorum trainer has been jointly developed by Pakistan and China? Nobody is certain but, since the offer was not followed up in writing, the Indian Air Force (IAF) was spared the embarrassment of having to reply.Even as the IAF spends billions of dollars in a global shopping spree for fighters, helicopters and transport aircraft, the training of pilots to fly these has been practically stalled since last July. That was when the IAF’s notoriously unreliable basic trainer, the HPT-32 Deepak, was grounded after a horrific crash that killed two experienced pilots. In 17 Deepak crashes so far, 19 pilots have died.The Deepak, as the IAF has long known, has two major design flaws. When it flies upside-down the flow of fuel gets blocked, shutting the engine; and, since the Deepak cannot glide without engine power for even a short distance, a serious crash in inevitable............................................Source

Singapore 'to Get Israel's Iron Dome' Anti-missile Air-defense System

Singapore is reported to be acquiring Israel's new Iron Dome anti-missile air-defense system under a once-secret military cooperation pact with the Jewish state that dates to the 1960s.Indeed, according to the Paris Intelligence Online Web site, Singapore helped finance the development of the system by Rafael Advanced Defense Systems.It says that Iron Dome was always intended for the island, a key Asian shipping hub and one of the richest per capita states in the world, because of its strategic location as a trading center.The Israeli air force, which runs the Jewish state's air defense network, completed test-firings of the system in January and the first battery is currently becoming operational.Israeli media reports say the missiles, designed to shoot down hostile missiles with ranges of up to 25 miles, are being deployed along Israel's northern border with Lebanon.Israel's defense links with largely Chinese Singapore go back to 1965, shortly after the island city-state, a former British colony off the southern tip of the Malay Peninsula, split from the Federation of Malaysia...........................................UPI

PM Gilani Chaired 17th Meeting of the National Command Authority

Prime Minister Syed Yusuf Raza Gilani chaired the 17th meeting of the National Command Authority (NCA). It was the second meeting of the NCA with the Prime Minister in chair.The NCA reviewed policies and measures in place for the safety and security of nuclear materials and facilities. It expressed full confidence in the arrangements for custodial controls and safety and security of Pakistan’s strategic assets, and the effectiveness of Pakistan’s strategic deterrence.The NCA reiterated that, as a nuclear weapon state with advanced nuclear technology and expertise, Pakistan was fully cognizant of its responsibilities. The nuclear safety, security and non-proliferation measures put in place by Pakistan were supported by extensive legislative, regulatory and administrative framework.

While expressing confidence in the indigenous knowhow and technology to sustain national nuclear safety and security systems, Pakistan would continue to benefit from IAEA’s relevant programmes on nuclear security, consistent with national policies and interests.The NCA took note of the fact that Pakistan’s socio-economic development was dependent on its ability to meet rapidly expanding energy requirements. There was a need to explore all options to ensure a reliable energy mix. Civil nuclear power generation was therefore an essential part of the national energy security strategy.

Having more than 35 years experience of operating nuclear power plants, highly trained manpower and a well established safety and security culture, Pakistan fully qualifies for equal participation in civil nuclear cooperation at the international level.Nuclear safety and security as well as safeguards are vehicles for facilitating international civil nuclear cooperation. The objectives of non-proliferation and nuclear safety and security can be promoted through a non-discriminatory approach for international cooperation in the peaceful uses of nuclear energy.
