Possible Foreign Military Sale to the Hashemite Kingdom of Jordan



Long-time US Middle East ally Jordan has submitted an impressive wish list of weapons for its armed forces to the US Defense Security Cooperation Agency (DSCA). The list includes rocket launchers, radios, and Humvees.

DSCA said that weapons Jordan wants to buy will provide its armed forces with a long-range precision artillery support capability that will significantly improve US-Jordan interoperability and provide for the defense of vital installations.


Also included in Jordan’s request are support equipment, communications equipment, spare and repair parts, test sets, batteries, laptop computers, publications and technical data, facility design, personnel training and equipment, systems integration support, US Government and contractor engineering and logistics personnel services, and other related elements of logistics support.

Pakistan Ordnance Factories and French Company signs MOU on rocket technology

Pakistan Ordnance Factories and a French company signed a Memorandum of Understanding (MOU) on upgrading the capabilities of 122 mm rockets used by the Pakistani armed forces on the sidelines of the Defence Systems and Equipment International Exhibition which opened in East London Tuesday.

The MOU was signed on behalf of POF by its chairman Lt.General Shujaat Zamir Dar and by David Quancard, president, Roxel company, which is a leading French company dealing in rocket technology. Federal Minister for Defence Production Abdul Qayyum Khan Jatoi was also present on the occasion.

The contract when materialised will help Pakistan armed forces to enhance the firing range of the present stock of 122 mm rockets in its arsenal from its current range of 20 kilometres to 40 km and beyond.

The French company chief sales executive Francis Rodriguez speaking to the media said the present Pakistani rockets are equipped with the Russian technology and are quite outdated and once actual agreement is signed with his company, the induction of new technology will not only increase the range but make the weapon more lethal and effective.

He said POF is manufacturing defence equipment of international standard and his company trust the Pakistan technology and is happy to assist POF in bringning further new advancements.

Rodriguez said since the induction of a democratic government in Pakistan, its relations with France has deepened and both President Asif Ali Zardari and Nicholas Sarkozy are keen to see that these are further consolidated in all fields particularly in the defence sector. France is already a major defence supplier to Pakistan including Mirage warplanes and submarines and other equipment for its forces.

Counter-RAM Systems Target Rockets

With the threat from short-range, high-trajectory weapons such as rockets, artillery and mortars (RAM) becoming more lethal in cross-border attacks, the development of counter-RAM technologies has ­accelerated.

The Extended Area Protection and Survivability (EAPS) program is part of an advanced technology objective pursued by the U.S. Army's Aviation and Missile Research, Development and Engineering Center, to protect U.S. forces against RAM attacks. The program anticipates the use of guided-munition technologies to intercept RAM threats. The system, comprising interceptors, sensors and fire-control systems, will provide stationary and mobile forces with a 360-deg. umbrella of coverage, extending area protection from direct and indirect fires.

In February 2008, Lockheed Martin and Northrop Grumman Space & Mission Systems were awarded $8.6 million and $5.9 million, respectively, to design prototype hardware for the EAPS Battle Element. Both companies are expected to present their competing systems to the Army by the end of 2012.

Lockheed Martin is developing a compact, vertically launched missile designed for a hit-to-kill intercept of RAM threats. The system includes an interceptor, fire-control radar, launcher and battle manager. The system will operate autonomously and interface with battlefield surveillance systems. The five-year development program, now in its second year, involves the development and testing of prototype hardware, and demonstrating intercepts of individual and multiple targets.

Other companies engaged in counter-RAM defense include Raytheon, which is offering the Centurion Land-based Phalanx Weapon System, which has proved effective in Iraq. Since its initial deployment, Centurion has intercepted and prevented more than 110 mortar attacks. The radar-guided, rapid-firing Gatling gun is claimed to represent a revolutionary approach to point defense, since it is able to intercept rockets, artillery rounds and mortar bombs in the air. Centurion has recently been upgraded with an improved engagement-control system, which is designed to prevent firing at friendly forces and sensitive areas.

The weapon's M940 HEIT-SD (High-Explosive Incendiary Traced-Self-Destruct) ammunition was modified with detonation delay to eliminate the risk of collateral damage from duds or rounds that do not hit a target. The system incorporates sensors, fire control and the weapon in an integrated unit, providing situational awareness, precision fire, real-time targeting and kill assessment.

Rafael Advanced Defense Systems of Israel is developing Iron Dome, a mobile missile interceptor that targets the trajectories of multiple short-range rockets, 155-mm. artillery rounds and guided munitions to a range of 70 km. (43 mi.), as well as unmanned aerial vehicles. Unlike other point-defense systems, Iron Dome was developed to extend counter-RAM protection to urban areas--a critical concern in Israel, where Hamas and Hezbollah have launched thousands of unguided, but occasionally lethal, missiles at Israeli border cities in recent years. Development began in 2007 by Israel's defense ministry as an urgent operational requirement to defeat short-range rockets, notably the Qassam improvised rocket fired by Palestinians, and 107-mm. Grad and 122-mm. Katyusha rockets deployed by Hezbollah.

The system will use the low-cost Tamir autonomous guided missile to defeat only those rockets projected to cause damage or risk to designated targets. The system has demonstrated this capability in several test firings this year, where multiple Iron Dome sensors detected attacks, tracked targets, calculated launch and impact points, plotted intercept plans and launched interceptors. The Tamir missiles acquired targets, maneuvered accurately and destroyed incoming rockets. Testing continues this summer, and by year-end the first system is to be handed over to the Israeli air force, becoming combat ready in early 2010.

Iron Dome's battle management and weapon control system was developed by mPrest Systems Ltd. of Israel. It processes and tracks individual targets as well as rocket salvos. The Tamir interceptor receives trajectory updates from the battle management system via an uplink. As it approaches the target, the missile employs its seeker to acquire the weapon and homes in for the kill. An intercept is calculated to take place over areas where there will be minimal or no collateral damage.

Rafael is also working on a longer-range interceptor known as David's Sling, which is being developed with Raytheon. David's Sling is designed to counter medium-range ballistic and cruise missiles, and is expected to be the second tier in Israel's multiple-tier system of missile defense.

South Korea to Sell Multiple Rocket Launchers to Jordan

South Korea's Hanhwa Corporation will export about 20 lightweight 70mm multiple launch rocket systems (MLRS) to Jordan, according to officials at the company and the Defense Acquisition Program Administration (DAPA). A contract will be signed in August, they said.

Under the proposed contract, Hanwha will help Jordan develop two prototypes of the mid-sized rocket launcher with technology transfer and begin production after two years of trials. ``Hanwha will transfer key MLRS technologies regarding a launch pad, fire-and-control system and navigation equipment to Jordan under the deal," said a DAPA official, who declined to comment on the exact scale of the deal.

Hanwha is also negotiating with Libya on the export of the 70mm MLRS, he added. Designed for firepower support for infantry regiments, it has a range of 8 kilometers and can fire up to 40 rockets within 10 minutes.

The company developed the system in 2000. It has already undergone trials with the South Korean Army, but has yet to be deployed in the field. Hanwha has already produced and deployed 130mm (36-round) MLRS with the Army since the early 1980s.

In April, DAPA approved a plan to develop an indigenous 65-kilometer-range 230mm MLRS by 2013 to replace the 130mm MLRS fleet with a range of 36 kilometers and improve the Army's counter-artillery capability against North Korea. Hanwha will take charge of system integration and build guided and non-guided rockets, while Doosan DST will build the launch pad and vehicle, the agency said.

UAE Orders $752M Worth of HIMARS Launchers & Rockets


In September 2006, the US Defense Security Cooperation Agency announced the United Arab Emirates official request High Mobility Artillery Rocket Systems (HIMARS) as well as associated equipment and services. The total value, if all options are exercised, could be as high as $752 million. Lockheed Martin Corp., Missiles and Fire Control in Grand Prairie, TX (near Dallas) receives a $32.4 million firm-fixed-price option under the Guided Multiple Launch Rocket Systems (GMLRS) Full Rate Production (FRP) II contract. It includes 44 United Arab Emirates DPICM rocket pods and 44 unitary rocket pods. DPICM rounds pack the missile with exploding grenades, and are especially effective against masses of troops in lightly armed vehicles. See Sept 21/06 entry for further details.Work is to be performed in East Camden, AZ (76.8%), Grand Prairie, TX (20.8%), and Orlando, FL (2.4%) with an estimated completion date of Oct 31/11. The U.S. Army’s Aviation & Missile Command in Redstone Arsenal, AL manages this contract (W31P4Q-08-C-0021).

IDEX 2009 : Roketsan signs deal to develop weapon system

Turkey's Roketsan said on Monday that along with its Abu Dhabi-based partner Al Jaber Company, it had reached an agreement for a contract worth about $90 million (Dh330.3 million) to develop a weapons system for an undisclosed country in the Middle East. The announcement was made at the International Defence Exhibition and Conference (Idex-2009), currently underway in Abu Dhabi.

"The weapons system will be developed here in Abu Dhabi and in Turkey," Dr Hudai Ozdamar, Marketing and Public Relations Manager for Roketsan, told Gulf News. "Since the client doesn't want its identity disclosed, we are keeping it under wraps." He said the weapons system will be delivered in 2010. Roketsan also exports its products to the US and the UAE.

It has a contract with the UAE to deliver various rocket systems. The contract was signed in 2003.The company has delivered rocket launchers to the UAE, said Ozdamar.The Ankara-based Roketsan makes rockets that have a range of up to 40 kilometres.

IDEX 2009 : Mortars, guns and missiles to arm UAE patrol boats


The United Arab Emirates navy has released more details on the weapons fit of 24 fast patrol boats being supplied by Abu Dhabi Ship Building under a AED 935 million ($255million) ordered announced earlier this week Abu Dhabi Shipbuilding along with partner SwedeShip Marine are to build 12 new 26.5m fast patrol boats and upgrade 12 existing Ghannatha-class high-speed troop-carrying craft into the same configuration.

The 24 vessels will be produced in three weapon configurations officials revealed here today at the IDEX defense show. The main armament of half the 24 boats will be the MBDA-supplied Marte anti-ship missile. Four missiles will be carried in two launchers on the rear of the Ghannatha class vessels. The UAE is the first customer for the ship-launched version of what is normally a helicopter weapon.

Six of the boats are to be fitted with the Patria developed NEMO 120mm mortar system.
The remainder will be equipped as gunships equipped with a 27mm cannon supplied by Rheinmetall. The gunships will also retain a troop transport capability. Weapons integration is to be undertaken by Abu Dhabi Systems Integration the ADSB / Selex Sistemi Integrati joint venture.

Officials said the first boat would be ready within 18 months of contract award. In a separate move earlier this week ADSB secured a AED416 deal to build 34 high speed interceptor vessels for the UAE’s Critical National Infrastructure Authority. Capable of 50knots the MRTP16 design come’s from Turkish Shipbuilder Yonca Onuk. The first 12 of the lightly armed vessels will be built in the Turkish company’s yard in Istanbul.

IDEX 2009 :Chinese Multiple Rocket Launcher System AR1A 300 mm from Norinco


The new Norinco AR1A 300 mm MRLS (Multiple Rocket Launcher System) is an offensive and concurrently a defensive weapon. AR1A 300 mm MRLS can execute fire missions normally by battalion or battery as its basic firing unit, yet it can also execute fire missions autonomously by single launcher with advanced meteorological survey systems, command & control system and support system, effective fire assault and neutralization of various ground targets can be implemented. To suppress and destroy enemy long-range artillery, antiaircraft forces, rocket and missile forces, NBC forces and enemy concentrated groups of live strength. The Norinco AR1A 300 mm is equipped with launcher 8-10 tubes, and has a maximum firing range of 130 km, with a maximum cruising range of 650 km.

ROKETSAN: T-300 Kasirga (Hurricane)







In the early 1980s, Turkish Land Forces Command showed interest in long range rocket system to supplement its artillery units and counter the long range MBRL and mechanized threat faced by Turkey from Soviet Union and other neighboring countries. After the lengthy evaluation process of different designs, LTV-made MLRS (Multiple Launch Rocket System) was selected and an initial deal was signed in late 1987, this deal was covering the joint production of 180 M-70 MLRS launcher systems and more than 60,000 rockets. For the production, a Joint Venture was founded by LTV and Turkish companies in 1988. Turkey later decided that industrial benefits and amount of transfer of technology from this deal were nominal and not adequate. It was assessed that this project does not help Turkey to achieve its long term goals in rocket and missile technology. So deal to co-produce the M-70 MLRS was canceled. After the decision to cancel the initial agreement, to meet the urgent requirements of Turkish land forces command, Turkey decided to obtain few M-270 systems directly from the United States. 12 M-270 launchers and more than 2,000 M-26 227mm rockets were purchased with deliveries being completed in mid-1992. Due to improvement of in-house capabilities achieved by Turkish companies in area of artillery rocket systems Turkish land forces command decided not to go ahead with the second order of 24 additional M-270 MLRS with MGM-140 ATACMS (Army Tactical Missile System) tactical ballistic missile systems.

At this point in time cooperation with China and TUBITAK – SAGE increased in the field of rocket systems combines with the Indigenous solutions and self confidence gained by different local projects meant Turkey was not ready work with United States of America due to its unwillingness to share M-270 MLRS technology. TUBITAK - SAGE did reversed engineered the 227mm system called SAGE 227 rocket that can be fired from M-270 MLRS.


Reluctance of the United States to transfer the technology of M-270 MLRS and MGM-140 ATACMS mid 1990 resulted in a alternative program by Turkish land command that later became known as Kasirga (Hurricane) project. Primary aim was to develop and produce an alternative MLRS system with a higher rocket diameter than T-122 and this system was to provide firepower between howitzers and tactical ballistic missile systems.

Several countries were approached including France, Israel and China regarding rocket and missile technology transfer, joint development and co-production proposals. Chinese offer was considered the best one in terms of both financial and technological issues. As a result, agreement was signed with CPMIEC (Chinese Precision Machinery Import and Export Company) far the joint development and manufacture of WS-1(Wei Shi; Guardian) in 1997 under Kasirga (Hurricane) project. The Kasirga project with a budget of around $ 250million covering the delivery of a WS-1 battery with a command and control vehicle, six launcher vehicles and six resupply and reloading vehicles plus around 200 rockets directly from China and transfer of technology required for the production of the system. ROKETSAN started production of Kasirga in late 1997 and deliveries started in 1998.

Speculations about Turkey conducting some sort of cooperation on missile systems with China were circulating in media in early 2000's. Turkish newspapers like Milliyet and Cumhuriyet also published some reports on missile cooperation with China. But the confirmation of a long range artillery rocket system in Turkish inventory came from then-Defense Minister of Greece, Mr. Spilyos Spilyotopulos. In the NATO summit in Istanbul in June 2004, Mr. Spilyotopulos came with a package of Confidence Building Measures to the Turkish side including Turkey's removal of 10 military bridges in Meric (Evros) River, reduction of the Zodiac-type fast assault boats used by Turkish SAT (Underwater Demolition) by 50 percent, reduction of defense budgets by a certain ratio bilaterally and finally "the removal of Chinese made long range artillery rockets in Gokceada (Imbros) Island". This was the first public mention of a Chinese made rocket system in Turkish inventory. Kasirga Rocket System was to be revealed soon after that and was first put on display in the Victory Day parade in Ankara, August 30th, 2006.

There was lot of confusion about the Kasirga Rocket System due to its connection with the WS-1 rocket system as CPMIEC had another version of WS-1rocket system which was called WS-1B with a longer range and improved flight control system. Some sources did claimed that Kasirga was based on WS-1B but these turned out to be false. Details of the cooperation agreement between Turkey and China emerged to the public in late 2007, early 2008. It is now clear that WS-1B was not a part of the cooperation. ROKETSAN is conducting development work on TR-300 to improve the characteristics of the rocket can be considered as a high possibility given the company's knowledge of composite propellants and advanced production methods.

T-300 Kasirga MBRL system is based on Chinese WS-1 (Wei Shi; Guardian), with some modifications on the design with launcher very similar to the WS-1‘s launcher. In Turkish land forces service, the 302mm T-300 Kasirga MBRL system provides long range fire support with the T-122 system covering shorter ranges out to 40 km with the latest extended range rockets and filling the gap between howitzers and tactical missiles.

The T-300 Kasirga MBRLS consists of two key parts: The launcher system (T-300) and the rocket, TR-300. The T-300 MBRL is based on the German MAN (6×6) 26.372 10t cross-country truck chassis. Combat weight, complete with four rockets, is 23t. This MAN (6×6) also serves as T-122 launch platform for Turkish land forces command. F-302T, the launcher vehicle's cabin windows are provided with shutters which are lowered before the rockets are launched.

A 12.7mm machine gun is mounted on the cabin roof for self defense. To provide a more stable firing platform, four hydraulic stabilizers are lowered to the ground. Combat weight, complete with four rockets, is 23t and the rockets can be fired in a salvo of four rockets with an interval of six seconds between launch or one rocket can be fired at a time.

A typical Kasirga battery is composed of a Command and Control Vehicle, 6-9 launcher vehicles (F-302T) and 6-9 resupply and reloading vehicles, all based on German MAN (6×6) 26.372 10t cross-country truck chassis. Each launcher vehicle has four cylindrical tubes for the TR-300 rocket. Each 302mm rocket is 4.7 meters in length, weighs approx. 524 kg and is provided with 150kg of cluster munitions to take out a variety of targets such as fortifications, infrastructures, armored vehicles, etc. A single artillery system can get ready-to-fire within 20 minutes. TR-300 rocket has four fixed fins and reaches a maximum flight altitude of 30,000m with a maximum speed of Mach 4.2. Maximum range is quoted as 80-100km with a minimum range of 20 to 30km. The rockets use a composite solid propellant system (HTPB) and are usually fitted with a Blast Fragmentation warhead consisting of 26,000 steel balls.

Turkish land forces command has a total of 6 batteries of T-300 Kasirga system in service. The T-300 system and TR-300 is being promoted by ROKETSAN in various international defense exhibitions and offered for export. Given the successful export of TR-122 Sakarya MBRLS series along with 10,000 TRB-122, United Arab Emirates may become first export customer of T-300 Kasirga. At one time T-300 Kasirga was aggressively market to Pakistan for its requirement of long-range MBRL (Multi Barrel Rocket Launcher) but Pakistan opted for the A-100 multi-rocket launch systems along with Active phased array SLC-2 Radar from china to counter Indian purchase of Smerch MLRS from Russia. Pakistan is negotiating a deal for local production in future of A-100 MRLS.

ROKETSAN : T-122 Sakarya rocket system







Agreement for cooperation between MKEK and TUBITAK - SAGE to develop the 122mm medium range artillery rocket was signed in the early 1990's and by using solid propellant technology of MKEK, SAGE developed a 122mm artillery rocket which was designated as Mizrak (Spear). For the launcher system two proposals were made by the
  1. TUBITAK - SAGE with MKEK offered the Bora design, which very much resembled Yugoslavian M-77 Oganj MBRLS.

  2. ROKETSAN with KaleKalip offered the Sakarya design.
ROKETSAN & KaleKalip's design was selected due to the advantage of the computerized fire control system. First prototype of this 122mm MBRLS on 6x6 tactical vehicle was first revealed to public in 1995 and fire tests were executed the same year in Karapinar Firing Range, Konya. Limited series production systems were delivered to Turkish Land Forces Command for evaluation in 1996 and full scale production deliveries commenced in 1997. Turkey rejected different offer made by Germany including the transfer of around 130 110mm LARS (Light Artillery Rocket System) MBRL systems in mid 1990's due to in confidence in system.
The T-122 Sakarya MBRL System that is designed to be autonomous artillery rocket system that can be used for indirect fire support mission during day and night, and in all weather conditions against area targets. There are two versions of T-122 MBRLS in service with Turkish land forces: MAN 26.281 6x6 (earlier production models) and MAN 26.372 6x6 mounted systems.


There are two set of 20-round tubes on the launcher, which can be hydraulically traversed and elevated. T-122 Sakarya rockets can be fired singly or in salvo. A full salvo of 40 rockets can be launched in 80 seconds. Reloading is via a hydraulic loading crane which is mounted on the launcher. When deployed in the firing position, four stabilizers are lowered to the ground under hydraulic control to provide a more stable firing platform.

T-122 Sakarya is designed to fulfills its mission independently or under battery organization of six T-122 MBRL's and can completes the firing mission of 40 rockets in 80 second, can deliver 740kg of warhead in a ripple firing and is operated by 5 men crew in regular usage or 3 men crew in emergency case.

The firing mission of the launcher is controlled with an onboard FCS which can do Built In Test (BIT) before and during firing, calculate firing data automatically for 122 mm rockets with different warheads using a precise flight simulation software, automatically aim and stow the launcher, fire the rockets in single or ripple in 2 sec. intervals, store up to 20 target locations. ROKETSAN now offers sealed launcher pods, which are specifically designed to resist harsh environment. These maintenance free pods are loaded at factory level by ROKETSAN. The rocket fuses are set remotely by the FCS.

T-122 Sakarya MBRLS is in serial production as of 2008 and more than 72 systems have been delivered to Turkish armed forces, including more than 18 systems to Cyprus Turkish Peace Corps. Currently Turkish land forces command is looking to purchase sealed launcher pods and TRK / SRK series of rockets with submunitions. T-122 Sakarya is deployed for suppression of enemy artillery, supporting muzzled artillery fire, providing direct fire support into depths of enemy lines and engaging high value targets such as air defence systems, command & control centers, supply lines, etc.


ROKETSAN has successfully exported TR-122 Sakarya MBRLS series to United Arab Emirates with the sale of 10,000 TRB-122 and TRK-122 rockets to be used from Italian made FIROS-25 122mm MBRLS. ROKETSAN was established in 1988 through the order of Defence Industry Executive Committee. Its main focus is on design, development and production of guided and unguided rocket and missile systems and related subsystems for the domestic use and for export. ROKETSAN has participated in international projects like production and test launching of motors of Stinger missiles for the European consortium, design and production of the flight termination unit of ESSM in the Engineering and Manufacturing Development Phase. The company currently produces various parts such as thrust vector control, warhead and control sections. One of the newest research and development projects of ROKETSAN is Cirit (Jereed) 2.75" laser guided rocket system for T-129 attack helicopters. Consisting of a laser seeker, guidance and control unit and moving surfaces installed on a 2.75" unguided rocket. Roketsan successfully tested its new 2.75in air-ground rocket in a precision-guided version in 2006. Cirit is expected to enter serial production in 2009. The laser guided rocket is 1.9m long, weighs 14kg and has a maximum range of 8km.
