Obama plans to propose spending roughly $2.8 billion in aid for the Pakistani military, as he steps up the U.S.-led campaign to battle extremists along the Pakistan-Afghanistan border. That money would be in addition to the civilian aid -- $1.5 billion a year for five years -- that the president called for Friday. A defense official, who spoke on condition of anonymity, told media the money will be dedicated exclusively to "equipping, training, and building infrastructure directly related to counterinsurgency operations."Gen. David Petraeus told media in an interview Monday the plan will be called the "Pakistani Counterinsurgency Capability Fund". Officials were quick to point out that U.S. commanders would have control over how the money is spent, and that none of it would be spent in a way that would give Pakistan a greater capacity to attack another country, such as India. The money would be distributed over five years, with the first $400 million of it added to the fiscal year 2009 supplemental request for war fighting. Another $700 million would be in the fiscal 2010 base budget. Then $575 million would be spent each year from fiscal 2011 through 2013.In his speech on Friday, President Obama described Pakistan's lawless border region as "the most dangerous place in the world."

Pakistan needs more for training and equip a full anti-Terror-mountins Corps this including ca. 40 Mi-28 !
I do agree with you that Pakistan do need lots of training and equipment specifically directed at the anti terror units. One of the major area where Pakistan currently lacks is its ability to effectively transfer information and its ability to react against the threat in minimum possible time, for a that Pakistan need to invest more and more in quick reaction force equipped with the helicopters including gunships. Currently Pakistan operates AH-1F upgraded with avionic of king cobra and asking for additional cobras along with few AH-64. Mi-28 is excellent gunship platform, but there very little chances that in will make its way through .
Yes, Vietnam showed airbourne assaults were very effective in denying viet cong safe heavens. I believe Pak should go for additional Cobras and later buy Chinese attack heli wz 10, when it is ready for export. Transport helicopters; which one to choose, what are the options?
In attack category, USA seems to be the only options other than the T-129 gunship from Turkey,Chinese option need time to mature and can only be considered in long run may be to replace cobras and in the transport category I think that Mi-17 beats everyone in price, Pakistan can buy from Russians or from Chinese, but whatever company they choose it must be Military version mot the civilian version.
Pakistan dont need the T-129, Ah-64 or wz 10, the task is to fight the Militants and the Terrorism not India.
They must built a strong Force of 100.000 Man Personall (what they have at the moment, the so called FC-Corps)
They need a quick reaction-airborne-force.
This Corps needs 100 Transport Helicopters ca. 100 Mi-17 upgraded to carry weapons and ca.50 Bell-41EP,also ca.40 upgraded Mi-28! They must use the US tactics of Vietnam. Thats all it is only a question of cost and wants !
First these high tech gunships are not just for the militants only ( Indian armor is also playing important role in PA’s decision) secondly why 40 upgraded? Mi-28 and not the Ah-64 or T-129 etc? And special reason? For low tech they are getting AH-1 cobra which is much better than the soft body bell helicopters.
