"Full Transfer of Technology" That means the Americans are very likely out - they never give full ToT, not even to their closest allies like Britain.
Russia is likely to give ToT because India already assembles SU-27 variants, MiG-29 variants shouldn't be too hard. If France is desperate enough Rafale could come with ToT, Eurofighter's already doing pretty well.
