Why did the author of this article feel the need to use the word "buildup" to describe China's activities on their side of the border? Talk about sensationalistic/antagonistic. Did he wish to imply "military buildup" (which is usually the image conjured even if using the word "buildup" just by itself). Let me spell out the proper word that should have been used to describe China's activities on their border areas, its called DEVELOPEMENT.
China is developing road, rail and airport infrastructure in their western regions because they want their western regions to catch up with the developement of their eastern regions. The only thing I can think of why India doesn't want China to develop their western regions to east coast standards (imagine a city similar to Shenzen or Shanghai popping up across the border from Arunachal Pradesh or Sikkim) is that India is afraid that if people from the their border states see what China has to offer, they might willingly go over to China's side without a shot being fired.
If this is what India's afraid of, then the only way to counter that is to develop their own country to modern standards. Sadly however, India still has a lot to go as they do not even have a city that can compare to Shanghai, which is the type of city China aspires all of its cities to one day be like, and are well on the way to doing on a fair number of their cities (Beijing, Tianjin, Chongqing, Dalian, Guangzhou etc. just to name a few).
I might want to add a little bit of history regarding the so called Arunachal Pradesh.
In the 1920s, Britian secretly drawn up a line on the map demarcating the border between the then British India and China. This is the infamous McMahon line. That this line was drawn was not made public to anybody. Twenty odd years later, Britain want China to accept this line as the border between China and British India. The then Chinese government, the Nationalist, refuse. But this does not stop Britian from intruding on Chinese territories. Britain call the area between the McMahon line and the Brahomputra river the NorthEast Frontier Agency (NEFA).
When India gain independence, it uphold this line as the border. Then later on, India starting to claim even more land from China than even British India did. Specifically, north of the so called McMahon line. To substantiate this claim, Nehru sent troops to station on this area, calling such action the 'Forward Policy'. China repeatly protest, but Nehru ignore it.
Finally, in 1962, after years of warning and calling Nehru to negiotiate and being ignored, China attack India, recovering the area of Zang Nan (the NEFA). Within 4 weeks, the Chinese troops pull back to the McMahon line, and subsequently India reoccupied the NEFA.
In 1987, India make NEFA into a state and renamed it with a Sanskrit sounding name, Arunachul Pradesh, effectively creating new facts.
So the state of Arunachul Pradesh is always in dispute from the very beginning. Historically, it was never part of any Hindu kingdom or princely states. The indigenous population are Mongoloid rather than Indian. Even British India acknowlege this fact.

Long story short, China is against Indian development of the Arunachal Pradesh area because they consider it as Chinese territory that was stolen by the British and then later given to (or dare I say, occupied by) India. As far as I know China doesn't have a problem with India developing their border areas that China recognizes as sovereign Indian territory, which is actually all of the China-India border area except for the Arunachal Pradesh area.
You say you will fight for your land, well China feels the same way too, perhaps more so as they have already given up so much of their territory to foreigners, Annam (North Vietnam) to France, lands east of the Amur river in Manchuria to Russia, Outer Mongolia gaining independence due to Russian meddling etc. The Chinese have pretty much given up claims to the previous territories I've mentioned in the interest of peace, but Southern Tibet (Arunachal Pradesh) is where China draws the line, which is why they are as hard about their claim to the region as the Indians are.

Its funny that you mentioned the wiki entry on the 1962 war, as if you actually read and understood that article, you'd know that it was India that provoked China by enroaching on China's "Line of Actual Control" (where China's military was lined up).
India knew that the region was already volatile as it was claimed by both sides, yet they still implemented a "forward policy" and advanced on the Chinese line, thinking that the Chinese won't do anything. Yeah right.
China gave India a bloody nose and India hasn't tried anything like the "forward policy" since. China drove the Indians out of Southern Tibet, and then pulled back to the original "Line of Actual Control" that India was creeping up on to prove a point that China didn't want to settle the dispute militarily, but through peaceful diplomacy.
Fast forward to the present, and India's response to China's developement of their Western regions is to build up their military presence in their border areas. In light of India's past "Forward Policy" and now this Indian miltary buildup in response to Chinese infrastucture developement, you've got to ask yourself who is really the warmonger here, China or India? Based on the evidence I'd say it was India, but sadly they get to hide behind the banner of "democracy", while China is demonized and held with suspiscion for being a "communist" despite the fact that they're currently nothing like the fallen superpower that gave communism a bad name (ie the Soviet Union).
With India's focus on "matching China" militarily, it is them that's more like the Soviet Union, as in order to match China militarily, India has to take money away from some crucial social developement programs like infrastructure building.
This focus on military spending in order to keep up with the Americans is what brought the Soviet Union down, and is what might happen to India if they try to keep up with China militarily, while trying build up their infrastructure at the same time.
China can currently afford their increased military spending because they went through a period in the 80's and 90's where they had almost zero growth on military spending because they concentrated more on economic developement. As their economy boomed and most of their infrastructure programs were in place, China could afford to spend more on their military.
In short, China built up their economy and vital infrastructure first, before even thinking about modernizing thier military. India on the other hand is trying to do both at the same time, when they really should be following China's example and build up their economy and infrastructure first before worrying about their military.
