US sanctioned ME country wanting to build its own fighter jet? The only country that fills that bill is Iran- and it sure isn't sanctioned!
C'mon, any US-sanctioned country could buy these engines legally, or even opt for something more up to date.
Call it a big hunch, but I'll bet the engines have restored one more IRIAF F-5 airframe to flying condition.
